Clouds?

I know that this is another bloat topic and far, far away.
Clouds have been mentioned a while ago.
If they do eventually get into the game, will they just be an effect, or water vapour, or vapours of all kinds?
And if we have water vapour, will we have steam?
If we have steam then we can have a steampunk faction on SE.
Then we will have steam in SE on Steam.
More seriously, should steam be in SE2 or as a mod?
