Steam Overlay Opening but not closing

can't click anything on overlay, shift + tab won't close overlay; can click on game through steam overlay
Happened on first 2-3 boots of the game, isn't occurring again
I have the same bug
the steam overlay apears but can't be closed.
neither shift + tab nor [x] in the top right corner let you close the overlay
it only grays out and i had to alt+F4 to quit the game.
