Not sure that I agree. SCRAM for a reactor means that the operators lost control and the core melted its way out of the containment vessel as in the Chernobyl incident. So I think it should say "The reactor could not maintain cooling and scrammed."
At that point, I would want to avoid the site until the remains had been cleaned up.
Alternatively, the SE2 universe is using unheard of new technologies, the reactor didn't SCRAM and there was no radiation leaks to worry about, in which case I would support your suggestion of scrapped rather than SCRAMed.
So, the mission framing needs to be rethought.
