Radio Beacon upgrade contract cannot be completed

I accepted the Radio Beacon / Station Upgrade contract.
I built the required antenna(s) and completed the requested construction objectives, but the contract does not progress or complete correctly.
The mission remains stuck at this stage even though the required blocks have been built.
Steps to reproduce:
1. Accept the Radio Beacon / Station Upgrade contract.
2. Travel to the mission location.
3. Build the requested antenna(s).
4. Complete the construction requirements.
5. The contract does not advance/complete.
Expected result:
The contract should recognize the completed construction and allow me to finish the mission.
Actual result:
The contract remains stuck and cannot be completed.

All Station Upgrade Contracts should complete correctly in New Games on latest Hotfix version: 2.4.0.86. However, in existing Saves, in order to update the Contract logic, you may need to follow one of three possible solutions:

I did option 2, and it worked. I did have to start my missions over again, but the good news is I got to keep all my credits and supply.
