thruster not enough room

i've notice atmosphere and hydrogen thrusters not working and saying that there is not enough room. in most cases there is enough room, they are just stacked next to each other but i can't get them to turn on. i've tried grinding them off and reinstalling them but they keep doing it.

With atmospheric thrusters, are you sure you have enough batteries? The game is very odd with this compared to SE1.. Instead of just not giving full thrust, it turns random thrusters off without UI being clear about it.

I just saw this happen yesterday on an NPC ship. It was a large freighter, can't remember the name of the grid but it had a 7.5m ion engine that wouldn't work and the info panel said something about not enough room. Wasnt damaged, didnt seem to have any interference, but its a pre-build ship that auto spawned in so it should be easy to check.
