Stutter getting worse

The game starts to stutter after about one or two hours of playing. So far, doing a quick save followed by a quick load has always fixed the issue.
Now, however, my save game has become almost unplayable. Right after loading, it starts to stutter slightly every 0.7–0.8 seconds, almost like it's happening at a perfectly regular interval. Each stutter lasts about that long as well, maybe a little shorter. After 2–3 minutes, the stuttering gets progressively worse, regardless of the graphics settings.
Between the stutters, the game runs at a stable 60 FPS. One thing I noticed is that no input is registered during the stutters—not even mouse clicks.

I am having the same problem, the game progressively becomes worse and worse with a stutter, eventually becoming unplayable, this happens in about 30 mins for me, it started and went away and the game played beautifully at 60 fps for almost an hour and then it began again and became unplayable again, decided to see if it was something others were experiencing too, it seems some people are not having this problem at all, and some are.

I'm getting this (4070ti + 64gb mem) also but mostly it starts when I am going through the cloud layer on Verdure. If I stay planetside and at a fairly low altitude it happens much more slowly or not at all. As soon as I try to go from ground to space it happens 'boom'. As you say, saving and reloading usually fixes it, sometimes nor. It started I think fairly recently (within a week or so).

I am also having this issue now, appears to be the save itself as an earlier save runs absolutely fine (except the mouse input stutter that is plaguing me)
I have a very beefy system 13900KS and a 4090 this still happened to me took roughly 6 hours in the save before it became a stuttering mess, completely unplayable. I have reset shaders (deleted them from appdata folder) I have tried lowering settings to lowest (my system was running extreme with ease before)
Not sure what in the game world is causing the issue. Not sure if anyone else has had this but in that save I get these fires in the distance, really noticeable when I am on a planet, almost like something is destroyed but maybe the effects aren't being removed and stacking up causing an overload for the save game? Can't be certain it is linked but as I said I have an earlier save for the world and it runs as it did before.
I hope this can be fixed, not being able to play a world for longer than a few hours makes the game unplayable...

One more thing just came to mind. It could just be a coincidence, but I think the stuttering got much worse after I upgraded that space sector to Settled. At least I think that's when it really started becoming a problem.

Someone on Steam has pointed out the issue, it is the Encounters in debug menu, by delete all encounters, the game run smooth again but can't save after that

Like many others, I was struggling with severe stuttering and was already considering putting the game aside until it became more stable.
Anyway, here’s the launch parameter:

For anyone who doesn’t know how to add it, follow these steps:
In Steam, right-click the game → Properties → General → Launch Options.
Enter the command there.
