Advanced Training - Blueprints - empty log, unauthorized action, marker in ground

I can not complete this. If I land on the platform area where the miner is, the tutorial starts and goes through how to blueprint. The log in the top right is blank or sometimes shows "deleted". I am unable to put the miner blueprint in the area as it is shown as unauthorized action. Also the marker for this is in the ground. I have abandoned and accepted this mission three times and still the same. I have not tried starting a new game yet.

There is a workaround:
Grind down a large section of the platform, a bit wider than the ship. Place the blueprint in the green square (had to use my jetpack). Now there is a place for the supports to grab on to. Use your area welder. At the end, grind down the support structure. For me, this was in the way of completing the mission.
