Intermittent Stuck Inputs - Unplayable

Every 15 seconds or so the game will lock the current input for 4-5 seconds and then unlock. You cant stop doing whatever it is you're doing when it decides to lock you out so you wind up grinding things in half unintentionally or walking off a cliff or slamming your ship into the ground. This makes playing practically impossible, and I've seen this bug reports multiple times here before only to be closed because someone didn't reply about their mouse model, which is irrelevant to keyboard inputs and vice versa.
I have no bloatware running alongside the game, only steam and discord.

RTX 5090
64GB RAM
os and game are installed on an nvme ssd

I have also noticed this behavior starts at the main menu. Just simply moving the cursor around to highlight menu options for a bit and then the "lockup" will happen but the game keeps running audio and such. After 4 seconds or so the menu becomes responsive again.

Letting the game run for about 10 minutes before doing anything seems to get rid of the issue for me.
