Survival mode: Small nor large pistons will attach a Piston Head. The head is spawned and built but it is not attached to the piston.
Grinding the head off and manually attaching a new head is not allowed.
Spawning a head from the piston menu will produce a Piston Head but it is not attached.
I have the same bug You can't vote. Please authorize!

I could not reproduce this issue. I can build pistons along with their piston heads and can detach and attach them again. Are you using any mods? Could you please provide a video recording of this issue?
