(vfx error) certain particle effects lag behind ships at high velocity

attached is a video demonstrating the issue

some particle emissions (such as fire and electrical malfunction) seem to mistakenly have their properties set such that they do not lock to their relative blocks

other particle emissions (such as thruster trails) do possess this property, and demonstrate that the current engine is capable of simulating the proper effect

realistically, these particles should only "lag behind" during acceleration. not movement.

the current unlocked behavior of the particles allows their emission rates to be clearly visible, which is both ugly and unimmersive.
