Cannot attach rotor head if subgrids share a common grid
Not a Bug
It appears that you cannot attach a rotor head to a rotor if the attaching has a parent of the same base grid. I.e. Cycles of connected grids do not appear to work.
I call this a bug, because it was something that could be done in SE1 and the ability to create parallel linkages is important from some simple but useful mechanical linkages. E.g. A scissor lift or underactuated adaptable gripper assembly. These both require that pairs or cycles of pivot points be allowed to connect in a loop to create a specific motion.

And the most common of all use cases for SE1 or 2, a door with two rotors/hinges.

I have the same bug
Hello Meatball,
This is expected behavior currently. A Grid cannot be connected to more than 1 mechanical block top part and attached to the mechanical block. This will be implemented in future updates.
As such, I will close this thread as Not a Bug.
