Ship battery not charging while docked

I arrived at Vallation Station at night and docked with the connector. While my hydrogen supplies have been filled, the ship's battery doesn't appear to be charging. I tried changing from Auto to Charge, and the inputs are 0. I thought connectors were supposed to transfer power to ships so they could recharge while docked.
Battery charge has stayed the same - (98%) with current input at 0kW - while I have been docked and writing this ticket.
Follow-up note: The ship only charges batteries while power is on. If the ship is powered off, charging does not occur. Connectors for the station and ship are both green, so the connector isn't off and disingaged in this state.

I could not reproduce this issue on current Game version: 2.0.2.51. Batteries are charging when a ship is docked by a connector.

If I'm not mistaken, shutting ship power off also shuts the batteries off, stopping the charging. I noticed this a while ago so leave my ships on, I like their lights anyways, so I'm not sure if it's still a thing or even a bug because they are off.
