Block projections occasionally overlap

When placing blocks in a line or square, they will overlap any projection that's previously placed and once welded, the overlapped projection persists.
You can also place a new projection on top of a fully welded block of the same shape and size without error but can't remove it without grinding away the existing block.

Projections being able to overlap each other has been fixed on our internal environments and should be shipped as a part of VS2.2 release.
