Can't weld with components

I have not got very far constructing in Survival because is so broken I had to quite out of frustration.
When blocks are ground down you get steel plate back. That plate is not recognized when you weld back up. I must go get more ore to weld.

have you tried to press R while holding the welder to switch to component mode?

I think ore constructing doesn't take components, but component construction takes ores if you're out of components.
