Catwalk Stairs Narrow 3.5m Missing Final Build State

Was working on a build in Survival and noticed that the final build state for the Catwalk Stairs Narrow 3.5m block seems to be missing its final build state, despite having "complete" status and all materials welded.

Update: After quitting game and then playing again, on reload of save, the Catwalk Stairs had changed to the completed/final build state. However, trying to build new Catwalk Stairs Narrow 3.5m Blocks still result in the final build state being incomplete/not applied.
