Gyros keep exerting a force while turned off

If a rotational force is being applied to a grid while you turn off gyros, they will keep exerting the counter rotational force.
Video annotation:
- I turned on a thruster on a separate grid to apply a rotational force
- While turned on, gyros counter this force to stabilize the grid
- After turning the gyros off, the grid stays stabilized
- After removing the part of the grid being affected by the thruster, the grid starts rotating in the other direction because of the gyros, even though they are off

Gyroscopes should now correctly not apply any force while turned off. Could you please confirm that is the case for you?
