Wheel's frame on suspension have a bigger hit-box than completed wheels

Hello,
I noticed that uncompleted wheels on suspensions are a bit bigger than the completed ones, which may cause issues while building in survival with blueprints made in creative because few blocks prevent wheel's frame from spawning while the completed wheels spawn in creative.
Is it intentional and why?
Is it possible to reduce their size to the completed wheels one?
