Hacking line/ownership change work incorrectly

1) Grind down my own block below hack line.
2) Welded this block again !above! hack line
3) Let player from another fraction weld it to 100% (both factions are in peace)
4) I'm lost access to my block - it was transferred to a person who finished welding.
I have the same bug
