Economy: Contracts can be finished only from second attempt

EU#3 server.
1) Created contact
2) Other player accepting it
3) He tries to finish - getting en error: Contract could not be finished. There is no enough space for transferred items.
4) Second attempt to finish this contract is successful.
5) Next contracts are also finished without issues.
