Block welding through the projector closed progression

The essence of the bug is this. When using the progression functionality in the vanilla world, blocks that are not open yet, can not be welded by hand or even take in the toolbar. Accordingly, they cannot be welded. This can be bypassed by using a projector with a drawing of this block and just a ship welder. If you have the right amount of components, the block will be welded to 100% and it doesn't matter if you have opened the technology for it or not (even if you need to open more blocks to open it).
Please fix, as otherwise the whole progression system just becomes useless like on vanilla server. As well as manually created by the administration of custom servers.
