Have you checked that console compatibility is enabled for the server? It's automatically disabled if your server doesn't have PCU limits or is over 3Gb of mods.

... I only have the option to set block limits off, globally, per player, or per faction... but unfortunately, it still doesn't work. Currently, the setting is set to "global." The server remains undetectable even with the other settings....

You should be able to set the value as well. If it's set to 0, it's detected as unlimited, leading to the same issue. You might need to ask Nitrado for the specifics of their UI.

Previous setting decides that, it can be Global(total PCU limit for all players combined), Per Player or Per Faction. Regardless of that, any of those settings should allow the server to have Console Compatibility enabled.

But if, as in my case, save games have been saved for a period of 1.5 years where the server configuration didn't include PCU, it's only possible to use the saved games to convert the server to PCU limits indirectly.
My server is now running again, even with modified mandatory PCU limits. I hope this option remains, even after further updates... because I found the mandatory PCU limits introduced with the last updates to be quite tight.
