Wind turbine not working.

Only the one wind turbine is working. I'm on PS5 cleared system cache and rebuild database. Restarted game several times. Tried to grind down and re-weld up the turbine but no luck. Tried three different worlds same results. The first or one wind turbine works the other don't output any power. I believe this started after the contact updated. Also I have all DLC. Removed all mods same results.
