It is from the Playstation store in the Playstation mobile app.

I normally buy the DLC through the ps mobile app with 0 issue. On my Playstation the listing looks like this:

When I buy it through the app or the ps4 store I get both ps4 and ps5 versions of the DLC's

As far as we're aware, this is an issue on the PlayStation App side. You should receive both versions, PS4 and PS5, if you purchase via the Store or the App, both versions are live and have players active. To be on the safe side, we recommend using the Store. In case of any issues, please refer to PlayStation support as we don't offer support for the App.

On the ps store on console it says you only get the ps4 version of the signal pack, while other dlc's say you get both versions.
