Welder blocks only weld drills to 64% when pointed one block under the drill head.
I have downward-facing drills and a welding block that moves underneath them to weld them. However, it only welds them to the functional line, and then stops.
It places all materials in the drill and completes it so it's functional, but then it stops welding any further, leaving it at about 64%.
Steps to reproduce: Set up a scenario where there's a downward-pointing unwelded drill and a welder pointing toward one block under the drilling-head of the drill. Then with the resources in the welder's inventory, turn the welder on. When it's finished welding, turn it off again.
You will see that the welder only welded the drill until it is functional, stopping at approximately 64%.
I have set up a simple save file where you can easily reproduce this error. Simply load it and turn the welder on. Then when it's finished welding, turn it off again. You can see that the drill it's pointing to reached 100% and the drill it's pointing underneath welded to approximately 64%.
