"Used for Lights On/Off" Toggle for Light blocks

When arranging light fixtures, some lights we want to always be on, such as decorative lights or navigation lights. Other lights, we want to only be operated by players who are not piloting the ship, such as a crew-member's cabin. Some lights are only used in certain situations, such as landing lights. And finally, other lights, we actually want to switch actively, such as headlights.
With the latest update to opt blocks out of Park and Local Power Switch On/Off buttons, the Lights On/Off button can benefit from a similar feature to increase it's usefulness on large-scale projects.
