Use #00FF00 and #0000FF so factions could have two or three colors

Lots of flags have at least two or three colors - it'd be nice if faction-owned ships and stations could have that too. We already use #FF0000 to indicate blocks that should be the faction color, so why not incorporate #00FF00 and #0000FF? The only downside is this would mean avoiding those colors when designing stuff for NPC factions, because you couldn't depend on them to stay that color when they spawned in.
