Update 1.188 - Toll tip

The new tool tips showing information on tools is showing slightly incorrectly.
Both the Elite Grinder and Welder show the tip for the grinder.
So when holding an elite welder, you are shown the below.
"A tool for deconstructing and salvaging. Hold left Mouse Button to grind.
