Unable to repaint a ship

Hello :)
My buddy and I have a MP server that is private and we are encountering something that is frustrating us. We are both working on a huge base/ship and he is unable to repaint blocks on that ship. We are in the same faction and it seems a little wierd that the game would not allow it. We have tried everything. We found a few comments on if you built more blocks others could not paint but seems wierd. Limits the guy that is more a decorator type to not being able to colab. If it is a grief issue that does not make sense either since he can build and grind down so....
