Stuck in loading screen, ram is not used

I reinstalled the game, never had mods installed and cleared the cache. I cant, however, play the game because I get stuck while loading/generating the map. It uses very little cpu (2-5%) even though there is plenty of unused cpu time. It also uses about 10% of my graphics card, but the ram usage doesnt change from the start menu. I cant generate new worlds, load old ones or join online games.
I tried the troubleshooting tips and stuff i found in older threats, but nothing could fix it.
