Small grid lightning rod

A small grid lightning rod that:
a) actually draws lightning from all other objects (including players) within range
b) does not get obliterated along with the surrounding blocks in one zap
c) doesn't require construction of other blocks to unlock in tech tree
d) can be assembled via the survival kit
Note: there was another item for lightning rods in general. I previously upvoted that with the hopes that there would be something better than decoys. It was closed as "completed" with nothing done, just the claim that decoys are the lightning rods. I strongly disagree that the small grid decoys are suitable for the task, and there are problems with the large grid decoys as well.
