Separate Random Encounters and Asteroid Generation

As far as I'm aware, Random Encounter spawns are directly tied to asteroid generation. High Density Asteroids allow more Random Encounters to spawn while Low Density Asteroids mean fewer random encounters. And No Asteroids mean no Random Encounters.
My idea is simply to separate them, preferably with their own sliders, so that the players (and modders) can fine tune their worlds for specific play styles. (salvage/raider, every asteroid is valuable, nomadic survival)
