Safe Zone permission split

Currently, the safe zones have quite few checkboxes that manage quite alot of actions inside it. This is ok for the most parts, but especially the "Allow Building" permission covers a huge amount of things, like Teleporting into Safe zones, pasting in grids, placing blocks as an admin.
You will notice that basically all of this basically only effects admins, but it is quite annoying.
Please consider changing the Safe Zone system so that you can either
A: toggle admin actions like teleporting, pasting grids and such each with a toggle OR
B: Toggle "Allow Administration Actions" (Or similar)
