Rework the "shoot neutrals" setting for turrets.

In a co-op game or multiplayer game, particularly in a world were PvP is a important part of the game, the turrets really must be reworked. Most people would reason that when a turret has been set to shoot "neutrals" the turrets wouldn't shoot at ships belonging to an ally, faction member, or yourself. Naturally that would be necessary on a PvP server. As an example: a faction member may repair damaged done to one of your grids as a courtesy then they are not in the faction the next day only for your own ships or faction members ships to shoot at the ship that they had repaired the previous day. This not only is incredibly frustrating but it makes little to no sense at all and this discourages people from playing together on a PvP server in multiplayer (which undermines the nature of multiplayer). This also, on a personal note, has been very problematic for me when compounded with this bug I have been experiencing lately as well.

Instead of having turrets check for ownership of specific blocks why not have turrets check for ownership of the entire grid instead? That would work much better and make a lot more sense as well.
