Restore lightning on Titan

So when weather was first introduced, both Mars and Titan had lightning that would strike during sandstorms. Later, it was patched so that lightning would only strike on Mars during sandstorms. Titan has atmosphere, low grav, lots of ice, and natural Platinum. It's arguably the fastest place to start out in the game. I think it should have lightning brought back to it for balance.
