Real NPCs

It would take NPCs capable of building and attacking with ships and rovers. Real NPCs with alien or human likenesses just need someone in the universe besides the player. The planets are empty and completely insipid as there are no animals other than wolves and spiders, and no alien species, at least there should be NPCs.
