Proper PVE Server Support

There is no proper PVE support in this game. The controls to restrict what actions people can do affect EVERYTHING. If you disable weapons or damage it's disabled for players, npc's, everything. If you disable grinding, it's disabled for everyone. Safe zones are no better because they have the same controls.

What is needed is a proper PVE mode. Something that disables all PVP actions, but leaves the PVE actions intact. I should be able to damage, hack, and grind NPC's while not taking damage from other players. Other players should not be able to damage, grind, or hack my stuff. When in this mode players and their equipment should not trigger turrets (to prevent someone griefing by draining all your ammo).

I honestly don't know how this game reached release without some sort of PVE mode. The PVE interest is there but there is ZERO proper support for it. Please implement proper support. I run a dedicated server that would like to have proper PVE support, but after my investigation, it's just not there right now.

If there is something that actually enables a PVE mode...it's horribly documented because I have found nothing in my searching for a solution.
