Priority system for power sources

Using the starter ship in space, once I had a reactor online, I found the engine was still trying to produce power burning through ice. Need a way to set the priority of each power device with a number system. devices with equal priority get the same number. That way you can tell it to use reactor first and then hydro engine if the reactor (and/or solar) isn't enough. Might even want to numbers. One for system wide power and one for just recharging batteries. So if you only need more power to charge faster, you can tell it to use other sources and not use a given source unless there is no other or others fall below a set level.
