New Static Ship Weapon: Electic Drain Cables

Drain Cables are a new static weapon for both large grid and small grid ships. This block does not deal any physical damage to the grid it is attacking, instead the weapon will shoot out multiple long cables that will attach to the opposing grid, then the cables will start to drain the ships powering feeding it into the ship using the cables. Eventually either, A: The ship using the cables will fill to the brim with electricity, or B: the ship with the cables attached to it will run out of power and be a floating husk completely at the will of it's opponents. Once either of these things happen the cables will automatically detach.
