new settings to O2/H2 tanks

add these settings to O2/H2 tanks in a dropdown menu in the controll panel:
"Fill": to fill using all availible donors.
"Drain": to drain the tank, supplying all availible consumers/tanks.
"Share": like "Fill" but drains to supply any Tank set to "Fill".
obsoletes "Stockpile".
