Neutral NPC ships should allow you to board and trade with them

Right now, we see a lot of neutral NPC ships spawn in, but they don't do anything other than clutter the HUD and tempt players to piracy (or maybe that's just me). It'd be nice if they each came with a connector that had trading enabled and an onboard store block and contract block.
