Make neon tubes into configurable lights

Neon tubes, as implemented, have a major problem: they don't actually give off any usable light. This makes absolutely no sense, and it HIGHLY limits the use cases for neon. I would propose converting these to lights, with the default settings equivalent to their current performance.
