Make hydro-thruster efficiency configurable in server settings.

Would it be possible to let admins choose the thruster efficiency for hydrogen thrusters on their server?
Just like the cargo capacity, welder speed, assembler efficiency etc.
thruster efficiency x1, x3, x5 & x10. This would be awesome. Because I for myself like to build ships of all kinds but making a ship that can leave planets without having 3 full hydrogen tanks and tons of ice is very hard sometimes.
That's why I (and many other players) use thruster efficiency mods. Because sometimes it's fun to have a more "arcade"-like game, rather than a difficult simulation. But it's very hard to keep those mods working because you always have to copy the latest data from the cubeblocks file to keep the mod running.
