Issues with trying to run a modded world offline

Whenever I try to run a offline world (with steam also offline) that I have previously loaded with mods a dialog box opens up that says, [Steam is offline. Please change the world settings to offline and load the world again]. I have checked multiple times and the world is set to offline but the problem still persists. the world was always in offline it was never loaded as an online world in any form. pls help.
