Hydrogen is not combustible on it's own

Hydrogen used for thrust, mechanical force generation, or in a fuel cell, cannot do so without an oxidizer. The optimum mixture for a rocket is 2 moles of hydrogen for ever mole of oxygen, or, the formula for water. The same goes for a fuel cell and an internal combustion engine.
