Gas Tanks - Setup Actions

Add setup actions to H2 and O2 tanks, to allow actions based on fill level.
It would allow the generators to stop producing before tanks are completely full.
Shuts off hydrogen motors before tanks are completely empty.
Preserves O2 from airlock systems by preserving empty tanks space.
Establish H2 reserve levels.
