game won't start, blank screen for a few seconds then crash

What I have noticed is that when the crash happens, the GPU spikes to 100%
tried reinstalling the game, removing shadercache, vc++/.net reinstall, verifying game files, reinstalling gpu drivers, rebooting, removing the appdata folder, and everything any other forum/reddit/google told me to do.
I have 2000+ hours in this game, it's my favorite game, and I'm heartbroken to lose access to it.
Please help me fix this...
