game hangs impossible to escape

Didn't know exactly how to title this, but the problem comes down to this:
Occassionally SE locks up, which isn't too bad and can happen due to various reasons, some bug related sometimes becuase there's too much going on in-game. The problem I'm stuck with is that SE doesn't just CTD, it hangs and messes up the entire pc, with alt f4 not working and every other program (even task manager) not responding (I have those running on a 2nd monitor), and usually ends with me pulling the plug because there's no way to close SE while it's using literally every bit of resource on my pc. Anyone else having issues like this?

CPU: fx 8370
GPU: ASUS rx 570 4GB
RAM: 16GB RAM
Disk: HDD
