[FR] Create End-User triggerable: "Refresh downloaded mods"

DESCRIPTION
As identified in the related Bug, there are times that MOD files that are stored CLIENT-SIDE periodically fail to update. There is an identifiable need to implement simplistic functionality for an End-User to either VALIDATE or DELETE their mod files.
Current Method
- Navigate to %appdata%/Space Engineers/Mods
- Delete mod files

The capability to Validate and/or delete client-side MOD files manually, and with simplicity.
