Factions, Store Block and Contract Block

For the Modding Community I would like to have the Store and Contract Blocks have the option to pull from an SBC file rather than made by hand in game and not transferable. Also the Contracts should follow the same concept so modders can create a series of contracts that fall in line with their theme. Next I would like to see the store block or a separate block sell player made ships that players can store into the block (Via SBC of course) so we don't have to rely on your procedural generated NPC's.
