Dedicated server characters appear in slow motion, there is a sense of lag

Soon after the server is set up and started up, the characters move slowly, as if running around with a load on their backs.
There is a serious sense of lag.
After deleting the original archive, this problem does not appear when you open it again, but the same slow motion happens again a few days later.
But the other functions of the server are normal, no jam, frame drop.
Some MODS were added earlier, but they were all removed and still didn't work.
Do you need to optimize Settings or something?
